Is it normal I don’t see the users I’ve created with the app (on my iPhone) when I check on web.nuki ?
I only see them in logs but I cannot manage them in the user manager in web.nuki.
I don’t know if I’m clear enough ?

Nuki Web does downstream syncing of users only once per 24h. Either you wait until tomorrow or you force an update by clicking on “Update now” below the state of the Smart Lock on its Nuki Web > Smart Locks page.

The only thing is that you don’t get the activity the user (created with app) did before the syncing, is that correct ?
You should still get old logs (up to 300) synched from the Smart Lock.
